The recent storm resulted in significant flash flooding.  While many in our communities were not affected or had minor damage, others suffered significant damage to their homes and businesses resulting in ongoing interruption to their lives. 




















Newtown Savings Bank Flood Relief Loan

We have established a special reduced rate Flood Relief Loan to aid local homeowners suffering damages from the flooding that occurred on Sunday, August 18, 2024. Available for a limited time, these unsecured home improvement loans are especially designed for residents in the Bank’s community who need fast and affordable funding to rebuild or repair their property.

The terms* of this loan are:

  • $25,000 Maximum Loan
  • 5 Year Maximum Term
  • 7.50%** Fixed Rate

Assistance for Businesses

The CT Department of Economic & Community Development (DECD) is providing grants up to $25,000 to small businesses and nonprofit organizations in Fairfield, Litchfield, and New Haven Counties that experienced damage from the floods. Grants can be used to cover various expenses to help in the recovery, including those associated with cleanup efforts, replenishing lost inventory, and replacing equipment.

The program will be administered on behalf of DECD by the Women's Business Development Council (WBDC).  Applications are available Tuesday, September 3, 2024 and will be accepted on a rolling basis until funds are exhausted.


The U.S. Small Business Administration has opened Business Recovery Centers (BRCs) at the Monroe Police Department and Oxford Town Hall to assist Connecticut businesses with losses due to severe storm, flooding, landslides and mudslides that occurred on August 18-19. The disaster declaration covers Fairfield, Litchfield, and New Haven counties which are eligible for both Physical and Economic Injury Disaster Loans from the SBA. Small businesses and most private nonprofit organizations in Hartford and Middlesex counties are eligible to apply only for Economic Injury Disaster Loans.

The filing deadline for physical property damage is November 19, 2024. The deadline to return economic injury applications is June 20, 2025. Please visit SBA.gov for more information or apply for assistance online at Lending.SBA.gov.

  • A FEMA Disaster Recovery Center will open in at the Southbury Town Hall on Wednesday, October 2. The DRC, a temporary facility established in partnership between the state of Connecticut and FEMA, will help survivors affected by the August 18-19 severe storm, flooding, landslides, and mudslides apply for FEMA assistance, upload documents needed for their application and get their questions answered in person.  Please visit the FEMA website for more information.
  • President Biden has approved Governor Lamont's declaration for federal funding.  Residents and business owners who sustained losses can apply for assistance at DisasterAssistance.gov, by calling 800-621-FEMA (3362), or by using the FEMA app
  • CT Department of Emergency Management and Homeland Security (DEMHS) is requesting damages from the August 18-19, 2024 flooding event be reported using an online data collection survey form. Please visit DEMHS website for more information.

Be Aware of Scammers!

It is crucial to stay vigilant against scammers who might take advantage of these types of circumstances. Individuals may pose as contractors, charity workers, or even government officials. Here are a few scams to be aware of and tips to help protect yourself and your loved ones.

  • Clean-up and Repair Scams: Scammers often offer repair services at a low price. Be sure to research potential contractors, ask for credentials, identification, proof of insurance, and make sure to have a written signed contract detailing the work that will be done.
  • Charity Scams: You may want to donate money to support the disaster recovery process. Scammers take advantage of good intentions by creating fake charities. Always research a charity before giving and ask questions about how your donation will be used.
  • Flooded Car Sales: Vehicles damaged by flooding may be sold on the car market. Some signs that a car may have been flooded include signs of water damage, mildew, fogged headlights, and a musty smell. Buyers should look for signs of damage, get a vehicle history report, and report any instances of fraud.
